Need

Before anything else,  the local housing need has to be established. Some councils undertake district wide surveys, some parish or town councils organise the survey, although Cascade is prepared to risk the funds to commission an independently produced house-to-house needs survey. It will do this if it feels it is able to provide a site to meet any need.

We would not progress a site beyond the need survey stage if the location could not justify a mixed tenure scheme of in excess of six units.
